can you paint chrome like the grill frame or the little chrome strips on the side of the car?

Yes. Some people suggest sandblasting it down first so it creates a rougher edge for the paint to grab onto.
Painting on a plated surface is like painting on glass, you have to prep to get it to grab and last, otherwise you're doomed to chipping. There are etching primers, but you might want to seriously consider going to a metal plating shop and ask to get the pieces "de-chromed"

You need to have the surface at least "roughed up". This can be done by hand witch is a real PITA, but I would recommend you send it to a professional blaster. Sand blasting can remove A LOT of definition or detail ... especially from plastic parts, and I would definetly NOT instruct them to REMOVE all the chrome, but to give you a paintable surface instead.
Plastic media blasting might be a better solution. Look in your local phone book.
Self-etching primer prior to an overcoat, as suggested, is a great idea for durability as well. Availible at any auto parts store. Rock chips are a fact of life on painted grills :( .
