1.) take your picture and duplicate the background
2.) go to filter>stylize>find edges
3.) reduce the opacity on the background copy

no that still does not look quite like a normally drawn cartoon...i remember someone posted a picture of a car, and showed several steps to change it from real picture to half cartoon to a complete cartoon, i know my decription may be a little vague.

Elvir- to do that, you have create a new layer and fill it with white. Then lower the opacity on the white layer so that you can see the main lines. Then you have to go back with a black brush and hand-brush every line. Then hand colour, shade, and highlight the image. It takes 3-4 hours.

Here is a quick example of a Work in Progress. You then have to take the airbrush and go back and brush all the colors including highlihgts and shades etc.
