Are H7 and H1 holagen bulbs safe to replace on my 99 C280?

If you go with higher wattage bulbs, you will need to do 2 things:
1.) Your car will display a bulb out warning with the new bulbs, to remedy, remove the dash indicator or wire in a resistor to fool the system into thinking everything is ok.
2.) Use relays to get power directly from the battery for the new lights. Its safest not to leave this to chance...

he has some very nice stuff. the narva h7 super high output ones @ $29.00 look like they would be awesome.
definetly watch what you do, so you don't fry anything.
