Would anyone know of a decent, but modestly priced, circular polarizing filter available during these hard and hot winter months?

Some other brands include Hoya or Tiffen. You can spend as much as you want, but on the low end, I wouldn't even bother. Super cheap ones will ruin a lot of good photos. They can and will make colors muddy, reduce the light spectrum and tonality of a photo when used improperly. Circular Polarizers are used at their maximum effectiveness at a 90º angle from the light source. The best way to evaluate a situation when a polarizer might be used is to make a 90º angle (or an L) with your thumb and "first" finger. Point your finger at your light source or sun, and your thumb will point to the most effective angle for framing your photograph.

I want one too ! And ND filters...I had no idea filters could be so expensive until I started searching for them. Cokin seems to make the most inexpensive ones.

Yeah you can spend $$$ in filters. I've got a Singh-Ray ND filter, but I honestly don't use it. You can bracket and blend in photoshop, so there really isn't a need for using a ND filter to extend your dynamic range, per say.
Polarizers on the other hand can be a good investment because their effect is harder, if impossible to duplicate in post production. But depending on how much of a technical photographer you are (ie... you make decisions behind the camera because they are "right" or "true" to reality), you may get tired of their color cast, reduction of DR when used wrong, flare, etc.
